Kapiti Cycling Inc. - Draft Annual Plan for 2010/11

The main thrust of the message is to aim for a closer alignment of the Plan with the sustainable transport principles enshrined in Council’s LTCCP, specifically aimed at shielding our community from traffic congestion, over reliance on motorised transport and climate change.
Ideas included:
- Transition from narrow footpaths to attractively landscaped contoured shared pathways along arterial road corridors situated well away from the road kerb.
- Progressive replacement of aged footpath stock which are often narrow and uncomfortable to walk on - too narrow for vulnerable young bikers (technically illegal too) and pedestrians to pass each other and there’s the increasing popularity of mobility scooters to contend with also.
Vehicle numbers are increasing in Kapiti and modern facilities for walkers and bikers to get about safely and actively (and across arterial roads) are of significant relevance to us all.
Generally CWB budget is used for the provision & maintenance of off road recreational pathways (not necessarily commuter routes) – KCI’s focus is getting about the district safely and pleasantly by bike instead of by car for practical everyday purposes.
So I understand there is little if any provision in the CWB budget for this work and I also understand that there is no provision in the A&T budget to rethink our pathways in this way either. We think that it would be a good thing for the community if we could make a start to do so in this budget.
We know money is tight so we’re not talking about more money for Access & Transport here– just a shift of say $150-$200k?? away from the Non Sustainable Transport portion of the budget for the purposes of surveying pavements on key existing arterial routes and to carryout some preliminary investigative and design work for budget preparation and presentation purposes in the 2010/11 year.
The issue of power poles in pavements needs addressing too with Electra.
